Which car rental is the best place to find cheap rentals from So. California into Rosarito, Mexico?

I want to rent a car and take him to Mexico, Rosarito, Ensenada and the weekend of July holiday quarter. I do not want to spend much, because gas prices are already high. What car rental agency would you recommend? I know I have to cross the Mexican Ins.

THAT MIGHT BE DIFFICULT AS IT MAY SEEM WITH DOGS LOOKING FOR DRUGS,MEXICANS,ETC…YOU DO PLAN ON RETURNING,RIGHT?SO LOCALLY EXPECT IT TO BE EXPENSIVE, NONLOCALLY DON’T TELL THEM WHERE YOU ARE GOING, JUST GET FULL COVERAGE…
